Does ‘Working From Home’ make us more productive at work?

There is one question that always puts me in a dilemma that if I have been offered to avail the flexibility policy of the organisation then why do the management doesn’t agree for offering them quite often. The management at every organization although have a policy to give flexibility, but when it comes to do so in real time, I have often noticed that they become hesitant and avoid this question of giving their employees to do work from home. I know that there can be pros and cons of every single thing being offered and availed by employers and their employees respectively.
